What does this mean?

Thank you for contacting Mearto with your appraisal inquiry.

It is a cute antique doll. Such antique toys are being offered at auction on a regular basis.
As you write your doll was made in Germany around the turn of the previous century that is ca. 1900. There were many doll makers in Germany at the time and I believe that your doll was made by the company Simon & Halbig. I think both the clothes and the wig and boots are original and besides the fact that the boots are in poor condition it is a good thing that the clothes and wig are still intact and this will add to a sales value.
The body and limbs are made of papermache and a kind of composition and the head is porcelain. The head is the most valuable thing on the doll and it is very important that the head is without cracks, hairlines or restorations. The past few years antique dolls have decreased in value however because of the original clothes I believe that your doll would attract the attention of both collectors and dealers if it came up for auction.
The estimate provided is for a well-advertised specialised online antique toys auction, where I believe the doll has the best chance of realising its fullest potential. However, there is no measurement for the sentimental value you might attach to the lovely doll. Retail "asking prices" can be higher and vary.

Please let me know if you have any additional questions. I’m happy to help.

Your help. If this information is helpful in identifying maker - model please let me know

Thank you for the additional information. If the number is 164 it is more possible that the doll was made by J. D. Kestner - another German doll manufacturer. The Kestner dolls are usually a bit more expensive than Simon & Halbig which is why I will raise the appraisal to 250-300 US$.

Kind regards
