The doll is a lovely shoulder head doll made of china. It was made in the late 1800s around 1870-1880 when this doll style was in fashion. The body was either made of linen or fine leather, the lower arms and legs could be made of china too. This type of doll was made in both Germany, England and Denmark. Without any marks or numbers on the back of the dolls head it is difficult to determine the manufacturer, however I would say that your doll was probably made in Germany where there was a very large toys industry.
When appraising dolls like this the condition is very important and any chips, hairlines or cracks decreases the value. The fact that the lower leg is restored infects the value of the doll. The more original clothes that is still intact the better.

The estimate provided is for a well-advertised specialised online antique dolls auction, where I believe the shoulderhead doll has the best chance of realising its fullest potential.
