Probably the last quarter of the 20th century. Vases with three feet usually have Asian origins. This one of yours has actually some specific signs that shows it may belong to Thai or Hindu market. The flowers are hand painted and they seem to be an average quality, produced quickly and without too much care. It is quite likely that your piece was intentioned to be a touristic gift or a souvenir export. It has some serious damage, it might used to have a mark underneath but due to the broken bottom it is no longer available for us to see. The embossed dots and decoration are very alike some 1990's touristic Japanese ware and some later Satsuma porcelain. Mostly hand crafted and hand painted.
