What does this mean?

The presented object appears to be a print after Rembrandt van Rijn's etching, "Self-Portrait in a Heavy Fur Cap," which currently resides at the Rijksmuseum in Amsterdam:

The number "15" on the label on the verso indicates that this could be part of a larger series of classic prints. Here a reference is also made to one of the artist's catalogues raissonés, but it is not specified which one:

The print is handsome, framed and in good condition. Based on recently achieved auction results for similar items, I would estimate the current fair market value at $50 to $100, though retail and asking prices may vary.
