Porcelain or Bisque Doll

From her chest to head, elbows to hands and knees to toes are porcelain or something. There is a number 4 etched into the backside below neck. Hard cloth body, not sure if the clothes are original. My father said it was his mothers doll and he is 90. It has blonde hair, blue eyes, hand painted eyes.
