The artwork depicts a view of houses in a small town or village with two women. The dress and the architecture are a hint that this scene is located in the Netherlands. The print is not clearly readable signed by hand in pencil in the lower right corner. The first name could be "Horst" but the surname is not identifiable. 
Sadly no additional information about an artist fitting in style and motif is given by reference books and databases.
