This was purchased at a garage sale in Madison, Wisconsin, around 1965. It appears to be a hand-painted print from an engraving. The artist's signature overlaps the print and the matt, and appears to be in pencil. I have tried researching the signature without success.

The presented object appears to be an aquatint print on paper with the measurements of 26 x 36 inches. The artwork depicts a view of houses in a small town or village with two women. The dress and the architecture are a hint that this scene is located in the Netherlands. The print is not clearly readable signed by hand in pencil in the lower right corner. The first name could be "Horst" but the surname is not identifiable.

Sadly no additional information about an artist fitting in style and motif is given by reference books and databases. 
Comparable objects were recently offered and sold on the international auction market. 
This piece is in good condition and there is no serious damage visible in the images provided.
A fair market estimation would be between 40 to 80 USD.
