Thank you for contacting Mearto with your appraisal inquiry.
The eagle is certainly a Federal symbol but this is a late 19th Century piece, possibly made around 1876 during the Centennial celebration of American history when there was a great revival of Colonial artifacts.
Based on the photos and information provided, and subject to examination, this is:

A Federal style ebonized tole peinte (painted tin) covered cannister
American, late 19th Century
Of square section with hinged lid and scrolled latch, the body with black paint (ebonized) allover and decorated with three Federal wingspread eagles clutching shields and laurel sprays. Apparently unmarked
9 inches tall, 7 inches wide, 7 inches deep
CONDITION: some wear including paint losses, crazing and some oxidation throughout.
