I thought that Andre Derain was the artist.. I found another Japanese painting on Etsy that signed the exact same & they stated it was Andre Derain.
The Painting is on a Art illustration board and looks like it was painted with water color . Its in a glass Frame.

For reference, please see the signatures at this website (https://www.askart.com/auction_records/Andre_Derain/9001150/Andre_Derain.aspx) that is well respected among the fine art community (with respect, eBay and Etsy are not considered very reliable because they are often frequented by people who are dishonest or simply lacking the proper knowledge to make an appropriate attribution).

It's the frame and painting. The frame is more valuable - worth $150-200.
