This was used to sprinkle powder sugar or other spices, it was not an incense burner.
The company was founded in London in 1946 but moved to the US in 1951 and is still in production
Based on the photos and information provided, and subject to examination, this is:

A vintage Corbell & Co silver plated caster / shaker
made in London or the United States
With removable reticulated (pierced) top, the vasiform body with chased and engraved decoration, all on circular chased and engraved foot. Marked underneath foot.
7 1/2 inches high, 3 1/2 inches diameter
Weight: 505g
CONDITION: appears to be in good condition
