Hi Jason,
We are often dependent on getting as much information as possible from our clients. In most cases, we can make an attribution or identify the maker based on the photos; in this case, I have run a variety of name combinations through the various databases on studio art glass makers that we have access to and have drawn a blank. If the gallery or dealer you acquired this from has any more/additional information about the name of the artist (or the museum in which it was exhibited), please let me know and I'll see what I can find out.
If this were to go to auction, it would be catalogued and valued as follows:

A Twentieth Century Studio Art Glass Vase
Probably European, possibly Italian, mid 20th Century
of asymmetrical form with millefiori-type palette and applied clear glass 'handles,' signed indistinctly underneath.
