Silver "goblet" with legs, grinder & weight

Description

Goblet or grinder measures 10" tall, 4" circumference, with 4 legs. It says "PAT. AUG. 25. I believe it is: 1863 & APR. 8. 1856.

Provenance

This piece was given to my son when he helped his godmother move. It had been under the house.

What does this mean?

Thank you for submitting your item for appraisal. This appears to be some kind of novelty grinder combined with a table bell. The material is silver plated Britannia metal. Thanks to the date of the patent mentioned on the bell, the novelty item can be dated to after 1863. Unfortunately the online search in the national Archives yielded no result, an there is no diamond Registration mark.
