Larger one is 25 inches in height, 21inches across, and 14 inches length.
Smaller is 21 inches in height, 16 inches across, and 13 inches. The center pieces could be prints?

I do think the imagery on the top is some sort of printed process, and that these tables were mass-produced, though I have no idea how many were made but most likely in the mid 20th century.
Based on the photos and information provided, and subject to examination, this is:

A nest of two white-painted lithographed occasional tables
Commissioned by the Professional Golf Assn (PGA), circa 1975-1981
each with a late 19th/early 20th Century golfing scene lithographed into the tops, bearing a PGA plaque
the smaller 21 inches high, 16 inches wide, 13 inches deep
the larger 25 inches high, 21 inches wide, 14 inches deep
PROVENANCE: acquired at a garage sale

When I asked the last appraiser where he came up with his 400 value, all he could tell me was the logo was only available from 1975 until a dispute in 1981, but no further info. Any insight you have?

I don't, no. But that date range seems likely so I have changed the description to read circa 1975-1981.
