I didn't see any marks to indicate specifically where or when this plaque would have been made but it has the look of something made in Europe in the late 19th century. Based on the photographs and information provided, and subject to examination, this is:

A Continental parcel polychrome and gilt decorated bisque ground oval plaque
late 19th century
Depicting the goddess Venus seated on a crescent moon, with cherub attendant and harp
12 inches high by 9 inches wide
verso with red marks "23/97"
PROVENANCE: owned by client's great-grandmother
