All I know it a Royal Vienna piece I saw similar item that looks like this on the Antique Roadshow

Thank you for contacting Mearto with your appraisal inquiry. Most of these Royal Vienna plates were signed along the front edge but the frame is obscuring it. There can be a broad variation in the value depending on painted this plate. If you decide to take the plate out of the frame and can find a name, please let me know and I will revisit this appraisal.

unattributed, mid-late 19th Century
depicting a young woman with brown hair wearing a green bonnet, in a gilt brass frame
