What does this mean?

This is a signed, dated and possibly limited edition numbered screenprint. Though dated 1965 and it is unusually commercial style for that era. The medium appears to be screenprinted. The signature is illegible and the numbered edition side is not photographed. This print requires further inspection, though again the style and the dating seem incongruent. If signature could be deciphered and matched to a listed artist, the valuation could change.

Please add a more clear, in-focus extreme close-up of just the signature and the numbers at the lower left in the margin too.

This is a Phillipe Noyer print. Dated 1963 print # 95/150.
