What does this mean?

Thank you for submitting your item for appraisal. This appears to be Cushman Bennington Vermont humidor, patented in June 1929 for the furniture construction, patent number 1717137. The production date of your item should therefore be in the late 1920s to the early 1930s smoking habits slowly changed. There are some condition issues, therefore the estimate is rather low, based on similar offered or sold at auction.

Thank you for your appraisal. I know absolutely nothing about antiques, is it true that if I paint or refinish it it will lower the value?

Both can be true. I you happen to have an american antique desk of the 18th century with original patina it would definitely cut the value into tiny bits. But for a semi-antique piece of furniture which has some issues on the surface, where a professional restoration would cost much more than the actual value is, some filler and paint according to your own taste might do.
