It appears to depict a woman carrying a bouquet of flowers, accompanied by a dog. I cannot confirm the material or age based on the photos. However, these were very popular for Chinese exports during the early 20th century. I would suggest you take this to a geologist or gemologist. They usually have machines to determine material and age.
