It’s a 16 piece full set. 2gravy bowls, sugar and creamer, salt and pepper , cups, saucers, 3 serving plates

I apologize for not being more clear. This set has more than 16 pieces. Do you mean that it is a place setting for 16? and, if so, how many pieces are in a place setting (it was not uncommon for people to buy partial sets, ie, dinner and lunch plates but not dessert plates or consomme bowls).
The value is somewhat determinant on having the same number of each piece throughout (meaning no pieces were ever broken, which as you can imagine is rare but which adds value).
